I'm in a similar situation to Tim (although there are some antenna improvements that might happen).  One of the seriously frustrating parts of CQWW when running low power, and low short antennas is you CAN hear a lot of folks, but they CAN'T hear YOU.  Every Q takes 2-3 minutes to get a quiet spot, and a lot of the time (certain operators), they are calling CQ over, and over, and over, with 5-10 second breaks (just long enough to throw a call sign) and if you don't come in loud enough, they never even try to come back
