You shouldn't assume that. In the last WRTC in Brazil, one of the USA regions 
had a team leader who was #8 in the rankings amongst those who turned in an 
application. All of those ahead of him either dropped out, or joined other 
teams. Several others, who would have been higher ranked, didn't even turn in an 
application, because they thought they had no chance.

As of now, the NA #2 region, which includes W8, W9, KY, TN, AL, have only 1 
applicant for 2 team leader spots. Hello North Coast Contesters, SMC, MRRC, TCG !

There are zero Canadian applicants for the two slots in NA #5 and NA #6.

There are zero applicants for the OC #2 region. Hello KH6 !

There are zero applicants for AS #1. CQ JA !

There are zero applicants for AS #2. Hello UA9/UA0 !

There are zero applicants for the African team leader.

There is only one applicant for each of the two South American teams.
