When you think about it, the standard phonetics are deficient in that
regard. Juliett should not be so close to Zulu. Alpha can easily be
mistaken for Papa or Delta (and vice versa).   Add in a heavy
sprinkling of QRM, atmospheric and manmade noise and the heat of a
contest and it is not a good situation.
