My recollection was that there was plenty of activity (and growing).  Then again, that was a lot of years ago!

If I had to guess (and this would be only a guess) there were people getting section appointments simply to operate in the CD Parties & it was ceasing 
to be quite what it was originally intended to be.

I clearly remember the NAQPs being launched as a direct response to the end of the CD Parties -- they were meant to replace them.  They have certainly 
more than done that!
