[CQ-Contest] Announcing new Cabrillo tags for Address

Not mandatory based on the original info:

The contest log submission robot for the CQ WPX contest has been updated to
accept the new tag definitions. *The new tags are optional and all logs will
be accepted if they use them or not.*

Looking at the Cabrillo specs, these are fields in v3 of the specification.
N1MM currently outputs v2. Technically it would need to output v3 of the
spec to use those fields. I'm not familiar with other logging programs.
