Hello Steve,

Rule 13.2.x is for paper log entries.

If anyone is sending a paper log it's expected that a dupe check is 
done and all dupes are marked. If so there will not be a reduction for 
dupes.

Rule 13.2.3 states that:-

A 3 QSO reduction will be assessed for each duplicate QSO found during 
log checking or for miscopied callsigns.

Fair enough for miscopied callsigns, but surely not for dupes!!
