During a WRTC competition, one is never going to be able to control spotting from people outside the competition. But there is one (slightly extreme) way to make the effect of spots virtually the same for all WRTC teams: have the WRTC organization itself automatically spot every team every x number of minutes. I'm someone can calculate an optimum x :)

That would pretty much neutralize one team getting advantage from a few more spots. It still wouldn't eliminate the possibility of team identities being discovered however.
