[CQ-Contest] 599

The rules don't specify '599' as part of the exchange.

The rules call for a signal report.

Which suggests this question:  If I send a signal report other than '599', 
and the receiving station autofills '599', do they lose a Q for a 'busted 
report'?  If not, why not?
