[CQ-Contest] IARU log checking report

I never plan on sending in a log for the ari or w7 qso party but have in the
past received requests for a log since I show up in so many logs... I have
always logged the stations but not always their exchange since I don't care
about their counties or postal codes, so I have to be sure to point that out
if I send them a checklog.
