[CQ-Contest] IARU 2009 and 2010 and ????

Uh, almost offtopic, but I feel this is connected.

"everybody should equalize friend-spotting to self-spotting (and cease doing 
that)"

I should have elaborated on this, whom do we spot in contests?

A DX that could be of interest to others
A station that hears good
A station that runs good/in style/ethically/etc
An unusual/early/late/weird band opening or signal
Fresh meat on sunday

And that's probably it?

To my understanding, the roots of uneasiness with the "HQ" category in IARU 
HF Competition comes exactly for those 2 reasons: "friend-spotting" and 
campagns to fool the patriotic local contesters and even worse still not 
contesting hams into working the big boss your country's  "xxxxHQ".
