[CQ-Contest] IARU 2010 changes of rules

Hello to all

After some bad news the position off ARRL litlle changed for the
better position.
But we need to talk about the changed rules for the IARU 2011 to
remove all Unique QSOs from and add some limite of it.

I think the best practic ine the some tests in this situation is to
add mayme no more 5% unique QSO.Afer this changes the situation mutch
better.
