[CQ-Contest] Configure VE7CC AR/CC User program for Field Day

When I was a youngster on my first Field Day, I recall seeing ops work DX on
20 and 15 meters. This only increased my interest in ham radio.
I hope there's some DX around that will work us on FD this year!
