[CQ-Contest] Use of CW decoders in contests

As long they decode one signal at a time, I see no problem.  As others have correctly
stated, we need more ops, not less.  This is ONLY encouraging more activity.  There
isn't a CW "decoder" alive that is as accurate as a real CW op, so there is no advantage
there.  These are training wheels, not a super-charger.

And BOTH of my K3's can decode CW...and RY and PSK and who knows what else.  :-)
