Take another look at the rules on the sponsor's web site. they state
160,80,40,20,15,10M ONLY.
In fact, scroll down to the end of your post (and this one- sorry for not
snipping) and it says the same thing under "bands".

I read about this contest yesterday someplace. I do not remember
where. The was something in the other announcement that is NOT in this
announcement, but one thing I read there was something I found
surprising, it is the first contest I know of that plans on using the
WARC bands in the contest.
You can NOT "Run" on the warc bands, But as an example, a zero land
station is cq'ing and running say on 20 meters. And I here in Wisconsin
call him and work him on 20.
We both get the usual points involved with the QSO. And mults etc.
But there was a thing that I can ask him if he is capable of say making
a Q on 17 meters, and if they are, we qsy to 17 to make this one and
only one qso for him. actually two we can do both SB and CW. but then
we must get off 17 meters no one can stay there and operate, it is
strictly for mult gathering.
We both get the credit of another qso and mults, in addition for the
zero station to be an incentive to loosing his "RUN" freq on 20 meters,
he of course not only gets the new mults, but an additional 1000
points, for more or less leaving 20 for that one Q.
definitely worth the one q.
Now this seems kinda interesting concept. And it would allow the some
contesting on the warc bands, but not an overtaking of them.
But is it even legal? When and where were the rules made that say there
is no testing on the warc bands. or is it just a gentleman's agreement?
