Thanks to Jim, AD1C: http://software.ad1c.us/ADIF_County/index.htm

You'd need to convert it into cabrillo to submit a contest log. But a very useful program for converting, in my case N1MM ADIFs, into ADIFs with the proper format for Logger32 to record counties and states.
