Dave,

You're persistent, though misguided.

There's really nothing new here. 

What was forbidden before is still forbidden.
 
What was allowed before is still allowed.

As has been said before, it's just that there are some new technologies that
some people were apparently concerned might not be allowed because they were
not listed specifically in the rules concerning spotting systems. 

The purpose is to make clear that spotting systems now include things such
as RBN's and the like. They and all their variants are all allowed in
addition to legacy spotting networks for assisted single ops and all
multi-op categories - ONLY.

Frankly, you're making far too much an issue out of this since it has zero
impact to anything you're (or most anyone else is) concerned with.

No, you don't need to hunt down anything. Just do your spot analysis after
the contest. That's enough.

So now we just have to hunt down any 'private' spotting networks and either
make sure no contesters are using them or that they get opened to the world!
Or, as implied by this, define private as being used by only one station, so
all you have to do is let one other station use it during the contest to
make it legal.  But then the last sentence makes that less clear, because
does 'anyone' mean 'everyone', or does it mean 'any one' other than the
station that put it up?  And what happens to my 'private' cluster node that
runs next to my 'public' node, but collects spots from 'public' skimmers and
nodes then filters them down to just what I want to see, how can I use that
if it is not available to anyone else... but that network is of course
inside the 500m circle, so maybe that is ok even though it collects spots
from outside... hmm, we probably need to define 'network' also.  But what if
it were virtualized on a rented server somewhere else, would that still be
legal?

As you said, technology is advancing very rapidly, and you guys just aren't
keeping up... and trying to 'clarify' things the week before the biggest
contest of the year for the skimmer networks isn't helping things.
