[CQ-Contest] Trouble, I'm afraid - RBN state filtering for spot origin not working

The good news is that the telnet.reversebeacon.net port 7000 server 
should be much more stable and reliable than before.  The bad news is 
that at the moment the filter for selecting spots by state of origin is 
not working.  We're trouble-shooting as quickly as possible, but at this 
point the only thing I can suggest is that people set the country filter 
(which is working) and then use filtering in their logging software for 
any additional filtering you want.  as soon as the state filters are 
working I will let everyone know on this reflector.
