Please note that rules say, "Packet, Skimmer, and Reverse Beacon 
systems are allowed."

It's yet to be seen what the optimum CWO strategy might be, but for 
sure, it will include maximizing unique call signs. Packet, Skimmer, 
and RBN are great ways to fill your bandmap with unique call signs.
