[CQ-Contest] Zone 23 in BY/China

Dear fellow contesters

#Does anyone have exact information of Zone 23 in BY/China?#

I've been checking JIDX(Japan International DX) contest log and 
have confusion how to determine (bad copy or correct) the zones.

According to the latest AD1C's country list (Vy thanks to Jim 
for the long time maintainance!), only following prefixes are 
allocated to zone 23 in China.
(regular expression)
BY0[A-L]
BY3[A-L]
BY9[G-X]

However BD9[A-M], BG9[A-L] etc have been reported from Zone 23.
Any information will be appreciated.
