[CQ-Contest] Suggestions for RTTY RU

Paul,
This has been in place since almost two years.
Regarding the "who", there should have been a local band plan WG,
which I know little about.
Looks like we now share 7100 - 7125 and 3599 - 3600 as data seg (see
my corrected post) though the latter may not work for RTTY.
