[CQ-Contest] Suggestion for NAQP

But, but, but, that would change the whole nature of the contest. that would
cause all the old records to be obsolete. that would change strategies.
That might force some people to turn their antennas a bit.  That might
change the perennial winners a bit.  that might make it more interesting.
