[CQ-Contest] Comments on Proposed Changes to ARRL DX

This sound like a tasking assigned to the CAC that got leaked.  ARRL HQ can 
ask for a task and the advisory committee can ask for a task.  The ARRL HQ 
uses this as a way to refresh and keep ARRL activities up to date.

Each advisory committee handles several tasks per year.  Each committee 
member should contact individuals and clubs for their input.  The input must 
be kept in private to avoid the speculation
that can spoil a task.

Remember that CAC is merely "advisory" and the ultimate decision is with the 
ARRL HQ staff and assigned elected Directors.  Of course the Staff listens 
closely to the decisions of the Advisory Committee but do not have to follow 
them.  For example when BS7H was under consideration for admission to DXCC 
the DXAC voted against admission.
