[CQ-Contest] NAQP and AA clarifications

1)   There was an error in the Team Selection Criteria that is now 
corrected.   Specifically, in the NAQPs, in which most entrants are already Low 
Power, the  Event Scores are not multiplied by 0.9 for LP as they are in all 
other  contests.   
This  was clarified in an e-mail from me on October 26, but the 
corresponding table at  the end of the Team Selection Criteria document still 
incorrectly showed a 0.9  multiplier for Low Power scores in the NAQPs.  This is now 
corrected to 1.0  to be consistent with our intent.  When made public, 
January NAQP event  scores will be calculated as intended, with 800 maximum event 
points.   (Thanks  to Marv, N5AW for bringing this to our attention.) 
2)   In the All Asian DX Contest, Low Power is a separate category only for 
Asian  entrants.  Several people inquired about how we will handle scores 
for LP  stations outside Asia.   
Since  all scores are grouped together as one, there is no way to 
distinguish the LP  scores among the non-Asian entries.  Thus, all non-Asian scores 
are  considered to be High Power.
