[CQ-Contest] How blatant can you get?

The most difficult questions are those that the ostridge prefers to hide
from...

CQWW CC allows 5-10 (or more) kW contesters both win and claim All-Time.High
records.

When will CQWW CC demand a written and signed confirmation that the
contester has BOTH followed the rules of the CQWW Contest and the national
laws?

I do not want to see the same power cheaters win CQWW 2011 as in CQWW
2010!!!

Committees are hiding behind the easy blanket that says: Power cheating is
so difficult to prove...  and they focus on less important cheating (more
easily detected by making skimmer and cluster analysis).

The power cheating is the big advantage of the present and future
contesting. How will be the first organizer who decide not to be an ostridge
about Power cheating?
