[CQ-Contest] How blatant can you get?

Most of us know that power is a big problem in contesting.  Pointing out 
the problems is the easy part.  Providing a reasonable solution is not.  
How can contest organizers determine the power that an entrant is using 
without actually being at the station with an accurate meter in their shack?
