Not true. Each state sets it's own maximum and minimum speed limits and the maximum can vary from 55 MPH to Unlimiited.
How fast you can legally drive in Montana has nothing to do with how fast you can legally drive
in Florida, so if what you opined were true, then cars would still have to be made to drive at speeds faster than some states speed limits.  50 states = 50 state speed limits.

You can't compare that to the 1 Federally mandated Ham Radio power limit.
