[CQ-Contest] End of contest and rewriting log

The key statement is "HE" says no.  What do the rules say?  I say you an 
correct mistakes after the contest with notes that are made.

Since most logs are not even in the running for top honors why all the 
fuss.  When we finally regulate contest enough nobody will want to 
bother with them.
