[CQ-Contest] Clock Hour vs QRate Hour

Hello Mike:

As i understand it isn´t the same.

You can work 400 from 0000z to 0059z but your rate can be higher in the
first half hour after 0100z  and you can have 420 from 0020z to 0120z and
still having 400 from 0000z to 0059z.
