[CQ-Contest] Remote Control in Contests

Dave, guys,

As a moderatly rare DX station this situation happens many time to me.
With electronic keyers its harder to recognize the fist of the operator and sometime they change their frequency a little bit (when working split) but I can say with 99% probability it was the same station, same operator working me twice or thrice with different callsigns (same country).

No need for internet to cheat, but perhaps the rules have to be clarified and a special category created so we can guarantee a coherent level between stations...
