Well, the multipliers are ARRL Sections, RAC sections and the what ARRL 
effectively concedes to be a big "glop"

5.2. Multiplier: Each ARRL Section and RAC Section plus the Canadian NT 
(Northern Territories - encompassing VE8 / VY1 / VY0) with a maximum 
number of 83.*
