[CQ-Contest] New RAC (ARRL contest) sections

I have to agree with Ed on this one.

Last year, I started out trying to see how close to a sweep I'd get; didn't
get serious until I realized I'd already gotten about 2/3 of the way there
without trying, including some normally really tough ones (VY1, VE8, and
some of the W6/W7 ones).

But once I hit the magic #80 on Sunday...

I see the same thing in Pa QSO. Trying to hunt down those last couple of
counties is tough, but a lot of fun. Once you're done, though... it's just
not as much fun.

I think it would be great to add more sections to Sweepstakes. There is no
contest more boring on a Sunday afternoon than sweepstakes when you have all
80 in the bag. The best thing that could ever happen to the fun of
sweepstakes is if a sweep was really really hard to get. Then every minute
would be exciting.

There is nothing more exciting than grabbing a mult in the last hour of a
contest.
