[CQ-Contest] Split Working

I have nothing against using split
frequency working either in contests
or by Dxpeditions, although I think 
that it is pretty selfish when used
in contests.
What would be nice is for the DX to
check his 1,2,3,4,5.......10 etc UP freqs
to make sure that they are clear instead
of just parking his ass and transmitting !!
