[CQ-Contest] Isn't the contest over?

Good day, everyone:

I think using this as an opportunity for education is the correct 
approach.  If this is a new contester
or a casual participant, he or she may be completely unaware of the 
issue.  Let's give them the
benefit of the doubt and be polite and helpful!
