[CQ-Contest] Discrimination Against single-Op Assisted

I have subsequently been informed by none other than K1ZZ
that the IARU rules will be reviewed as will the various
suggestions and (there should be offered) a comprehensive
proposal to the IARU Administrative Council for its November
meeting.

Dave also explained the reason for the pseudo-WRTC stations
asking me to move to a different band: those stations were 
operating under the planned WRTC scoring rules in which
EI is a multiplier!
