[CQ-Contest] Big change in WRTC rules

I wonder how many team captains would intentionally choose an inferior 
team mate.  I bet not many.  I suspect more are chosen that are highly 
competent but for whatever reason may not have been able to invest the 
time to operate enough major contests to qualify on their own.
