[CQ-Contest] band plan definition - LSB vs USB

Just some comments. Regarding the LSB (and LSB was specifically mentioned)
limit, if some signal gets out below the phone band limit, it is still in a
ham band and does not interfere with other services. On the upper end of 20
(for example) its not just phone that is permitted. One could operate at
14.249 on CW and still be within the band. hence the distinction
transmitted signal over dial (carrier freq)  setting. in short, the LSB
limit was for a specific mode and referred to the phone band limit while
the upper freq limit is for any permitted mode, not just phone.--Mike,
