[CQ-Contest] shorten score turn in time

As long as the contest categories remain as they are, the only thing that
galls my craw is that "some operators" do join others to massage and
correct their logs via means beyond live radio contacts... meaning that it
would more fair to all ops if no log is changed after 2400z/ end of the
contest.

The stuptifying simple solution to this matter is to require log
submissions within the hour following the contest.  73,
