I doubt that this past weekend was a significant measure of the effects of
reduced operating time.

WPX can be interesting because you can work guys in the USA for points;
there are fewer multi-multis exercising their 48 hour right to 14150.7 or
21200.5; there is no compelling competitive reason to sweat working or not
working a zone 39 multiplier (instead, just work a KQ8); and anybody can be a
rare multiplier by borrowing an appropriate callsign

And yes, you can sleep at 3 am local and know you're not missing anything.

If this past weekend is any measure of the effects of reduced operating
time, then the results speak for themselves. . From the beginning to the end
of the 48 hour WPX, there were no slow periods. The bands were and remained
filled. There were always plenty of new stations to work right up to the
end. The fear of a loss of activity because of a "cap" on the number of
hours a single op could put in just wasn't there! If the contest is fun,
activity will remain  high.
