[CQ-Contest] Rules off the table ?

I am extremely upset by the whole idea that the rules are off the table .I was under the impression that we ( the members) told the league what we wanted to do not the other way around. However I was taught the same thing in high school about congress and that has turned out to be a rather naive idea. Why don't we start voting out league representatives who don't represent the members ?
 I have my Nomex suit on so let the flames begin.
