[CQ-Contest] Why FL is special

FL and HI can be argued to need special consideration re the circle rule
for clubs.  Both are isolated from touching other states, contain lots of
unhabited water area, and moving the center of the circle can not fix the
problem unless lots of fish learn Morse.  Further, due to this isolation
and unitary situation, it also makes sense to try to unify "a state club"
which is pleasing to members, as well.

Yes, I know FL touches states to its North, but, come on, let them have
their Florida Contest club and allow the Panhandle in, eh?
