[CQ-Contest] CQ WW Rules for 2013 Announced

The first 24 hours of operating. There is no set start or stop time, it
does not have to be continuous and any breaks must be for a minimum of
60 minutes. You can operate longer but the contacts after the first 24
hours don't count toward your score.
