[CQ-Contest] Android 3830 Score App for RAC's

Just posted a new Android app for the upcoming RAC.

This app supports both the Winter and Canada Day tests. As a new
feature, it'll allow you to look at soapbox comments too.
(I'll be adding that to the others as I go).

The app is on Goggle Play. If you don't do Google Play, it's also
available for side-loading at
