I'm all in favor of "entities" which span more than one zone to get 
credit for QSOs with entities located within the same entity but in a 
separate CQ Zone.

This would include USA (mainland), European Russia, Asiatic Russia, 
Canada, Australia, Antarctica, China, and perhaps one other entity that 
doesn't come to my mind....
