[CQ-Contest] Why 2 points for NS QSOs in CQ WW

There were two reasons for the 2 points:

1.   First, Contest Dxpeditions to semi rare NA Conuntries needed help
competing against contest Dx peditions
outside North America.

2.    USA was not able to compete with stations outside North Anerica.  This
was mainly for Multi Ops and Single Operator All Band making the top 10.

At the same time they preferred not to act on 1 point for USA to USA and VE
to VE cntacts.

Frank W1WY and his committee made the decision fully backed by the CQ
sponsors.
