[CQ-Contest] A puzzle

I guess where I was coming from is ... we now have virtually 
instantaneous, universal communication among contesters.  The old 
rationale for always having contests on "the second full weekend in X" 
would seem to be obsolete, so why not be more adaptable to real-world 
calendar constraints?
