[CQ-Contest] Is the wpx a prefix test or dx contest?

I thought it was obvious that I meant the difference between Georgia and 
Massachusetts was minor compared to the difference between either of 
them relative (as in the word "relatively" that I used in my post) to 
most of the rest of the U.S. ... or anywhere else, for that matter.
