As clearly evidenced in this scenario, N0AX "had no idea" and in fact, it
makes no difference. N0AX simply worked a station in Virginia.
Whether the control operator is in Virginia in front of the radio or in
Uruguay connected via the Internet truly makes no difference.
The qso was between two stations within the confines of the United States.
