I do not carry in my head a reliable Prefix-to-Zone lookup table, and I am 
not about to consult a wall map in the heat of the contest, so the correct 
answer is "Log the zone based on what the station transmits".

Oeps, I spoke to soon. Check the rules FAQ, it clearly states what you
should do:

"Q I worked a station and they do not now
their CQ zone or they give me a serial number, what should I put in the
log?"

"A Log the zone base on their location"
