[CQ-Contest] Sending Call getting worse?

I like the idea,

BUT......

Does anyone get busted for not doing it?  I worked many LOUD and fast 
running stations during SS a few weeks ago, and they did not send their 
call in the exchange all the time. So question,,, what should happen to 
them?
