Well if you are referring to the WAE or the AA, those contests are one region vs the rest of the world, and the 2 groups are ranked separately, as would be expected since they compete under different rules.

DARC puts on a party which favors DL/EU, JARL puts on a party which favors JA/AS, SRR puts on a party which favors UA, and it follows that ARRL or CQ will put on a party which favors W/NA.  Funny how that works!
